HERMAN'S HERMITS HERE COMES THE STAR (Columbia): A very nice record, a very nice little song, a very good chorus line - one would think this had all the ingredients of success.     Mickie Most has provided Herman with a lovely, understated full-backing on the sad saga of a lonely star whom the public may think has everything but ... his girlfriend isn't around to ease his empty hours.     Actually the storyline has been so well written it doesn't sound as twee as you might suppose from that summary. And Herman does it all exceedingly well. OUT TOMORROW
